  • Is Horca under a current fireban?
    Stage 1 Restrictions for open fire or open burning are automatically in effect when Red Flag warnings are issued by the National Weather Service for any part of unicorporated areas of Conejos County. If it is windy, hot or dry, please check for warnings. Always stay by your fire and make sure it is completely out before you leave it.
  • What additional Stage 1 Restrictions apply?
    Open burning, excepting fires and campfires within permanently constructed fire grates in developed campgrounds and picnic grounds, charcoal grills and wood burning stoves at private residences in areas cleared of all flammable materials; sale of use of fireworks; outdoor smoking except within an enclosed vehicle or building, a developed recreation site or while stopped in an area at least three feet in diameter that is barren or cleared of all flammable materials.   • What is the Horca Water Policy for Landowners, Guests and Residents

    Watering of lawns and gardens has been a contentious issue in our community over the last few years. The association received a letter from the State of Colorado Department of Natural Resources, Division of Water Resources Informing us that is will no longer tolerate outside watering at Horca. They have warned us that non-compliance could result in the State cancelling our well permit.

    As a result of this ultimatum, the Water Policy moving forward is the following: All Landowners and Guest Residents are hereby noticed to cease and desist the watering of lawns and gardens on all lots within the Horca Community. If the watering of lawns or gardens occurs moving forward, the Horca Board, on behalf of the Community, will place a lock on the water hydrant of every lot owned by the Landownerin which the watering occurred.

    If the Landowner or Guest Resident should remove the lock (Association Property), then the Board will take whatever further action is necessary to ensure that no further watering occurs.
