Watering of lawns and gardens has been a contentious issue in our community over the last few years.  The association received a letter from the State of Colorado Department of Natural Resources, Division of Water Resources Informing us that is will no longer tolerate outside watering at Horca.  They have warned us that non-compliance could result in the State cancelling our well permit.

As a result of this ultimatum, the Water Policy moving forward is the following:  All Landowners and Guest Residents are hereby noticed to cease and desist the watering of lawns and gardens on all lots within the Horca Community.  If the watering of lawns or gardens occurs moving forward, the Horca Board, on behalf of the Community, will place a lock on the water hydrant of every lot owned by the Landownerin which the watering occurred.

If the Landowner or Guest Resident should remove the lock (Association Property), then the Board will take whatever further action is necessary to ensure that no further watering occurs.

We apologize, in advance, if this seems harsh; however, we feel this action is appropriate to protect your future ability to receive water within your home of RV.r

Registration is required by each property owner prior to logging into the website.  Just think of this process as a membership to the site, the general public will not be required to register nor will they have the ability to do so, registration will only be available to property owners.  The registration process is a one time event, once you register you will not have to do so again unless you delete your account.  You will not be able to Login to the website if you have not registered.  A valid Login will be required before you can set up your individual profile.

Login will enable Property Owners the ability to see protected content that the public will not be able to view.  This capability will enable the board to share information that is only for property owners, e.g., Association Financials, etc..  It is strongly encouraged that you Logoff when you are done to protect you and the security interests of the website.

Profile is a new feature on the site, each property owner will be asked to maintain their own profile which includes among other things permanent address information.  We will no longer be exchanging emails to get up to date address information, we will pull this information from your profile data, we will assume that what is there is current.

Jim Stanfill will offer a property owner class for those who would like to know more about how to use the site if their is enough interest from everyone.  Check the Events section of the website to get the latest on news and updates.
